Seems like a dupe of bug 124108

*** This bug has been marked as a duplicate of bug 124108 ***

This is actually not a duplicate of bug 124108 as the locale data for fr_CA correctly defines

    <Markers>
      <QuotationStart>‘</QuotationStart>
      <QuotationEnd>’</QuotationEnd>
      <DoubleQuotationStart>«</DoubleQuotationStart>
      <DoubleQuotationEnd>»</DoubleQuotationEnd>
    </Markers>

But note that replacement is not a function tied to the keyboard layout in use, but instead the current locale one works in, if that is defined to "French (Canada)" then replacement works, see menu Tools -> Options -> Language Settings -> Languages, Locale setting.

In fact I don't even know what exactly "Searching an apostrophe entered in LibreOffice calc with a CAFR (french canadian) keyboard gives no result" is supposed to describe. The apostrophe is part of data content? The same apostrophe is entered in the search dialog? Or was the apostrophe in the data converted to the localized quotation marks when typed in, hence logically can't be found with an apostrophe?
