1. Create a Bubble Chart with Excel or open the attachment with LibreOffice Calc

Result:

The Bubbles are not visible

Same problem with line with markers or scatter.

Thank you for reporting the bug. I can confirm this with only Bubble chart. I can't confirm this with Line or Scatter.

Seems like this is a default bubble chart.

It has its Bubble sizes defined as a static value set of ={1\1\1} in Excel, but Calc cannot import this, only setting a cell range is supported in the Data Ranges dialog. 
Manually setting a range filled with ones fixes the appearance of the chart.

Copy-pasting the bubble chart from Excel to Word seems to copy the bubble sizes to the internal data table, so it appears correctly in Writer.
