We always need to know whether XLSX was created in MSO (but this one cannot be open!) or in LO (we don't need it, rather we need source ODS). Please clarify, make sure you write exact steps to reproduce (not just what you see as a final problem) and set back as Unconfirmed.
The xlsx file was created with MSO.

Repro LO 6.3+ in Windows. No time to check whether this is a duplicate.
The problem is not with the lines, but the text has a different line spacing than in Excel.
Merged cell content is not properly imported. LO 6.2 and before were showing Calibri 11 for cell and character font. But copy would result in font size 9. That seems changed in LO 6.3+. Instead of Calibri 11, font is shown as Liberation Serif 11. Line spacing is also different but I don't see how it can be changed.

Instead of > Calibri 11, font is shown as Liberation Serif 11. I don't see this happening in 6.3/6.4/7.0 on Windows: it's always Calibri 11 for me. *** This bug has been marked as a duplicate of bug 112561 ***
If spacing goes wrong try to change the function and update your code and it will fix it. Or you can take classes at https://www.laprogressive.com/essayontime/ to improve your coding skills.
