This bug is an offshoot from bug 74576 and attachment 93463 [details].
There attachment 154190 [details] is screenshot of XLS file compared in MSO-2016 LO-older-4.2 LO-master-6.4+
I'll attach a file with just that chart MONTHLY GIVING, to be easily spotted. 

X axis position is not correct, like in bug 127393. First value (Jan) shouldn't be exactly on Y axis.
If final value is empty (Dec), it shouldn't go down to zero.

XLS has both issues, while XLXS now, after I guess Bug 127393, has only issue with final value. 
While XLS and XLSX filters are different, no need to open two bugs. If just one is solved here, that's easy.
Actually, final value may be separate issue but again, we may open it if not resolved here.

repro 7.5+. I only focused on Dec going down to 0.

At the moment, all the charts are unseen in master. Bug 150832.

1. Download and install oldest version of LibreOffice (usually 3.3 unless your bug pertains to a feature added after 3.3) from https://downloadarchive.documentfoundation.org/libreoffice/old/

2. Test your bug
3. Leave a comment with your results.
4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
