Description:
buttons ltr and rtl are not displayed on format bar even if they are checked using personolizing tool bar

Steps to Reproduce:
1. tools / personalize / toolbars
2. target / format
3. check / uncheck rtl & ltr
4. toolbar unchanged

Actual Results:
buttons not displayed

Expected Results:
buttons displayed


Reproducible: Always


User Profile Reset: No

oh, I see what's going on...
if the option "Complex text layout" in Tools - Options - language settings is disabled, both buttons are not displayed, thus they should be disabled in the Customize dialog

@Muhammet, I thought you might be interested in this issue...
