From my memory, the quick starter is a feature to load LibreOffice in memory at computer boot time, to avoid long LO start time. Users often ignore the time a computer takes to boot but is sensible to the time the software starts. This feature existed in MS Office and somehow helped to hide the fact that the office suite is a big software that takes a toll on slow CPUs and little memory.
Also, the quick starter was reviewed and stayed for WIN only installations. Mac and Linux have no more such feature.
