I wonder if it could be somehow possible use in librewriter css syntax: so we could have some nice features, like rounded border in heading titles or in tables (boreder-radius in css) for example.

Duns, thanks for your idea. I'm not familiar with css, but could you please check, if is is related to bug 125696. Can we treat it as a duplicate?

uhm.. I'm not sure (css is another thing from scss, even the latter can produce the first).
I think that scss could be a mean to get what I wish. Maybe. But my aim is to flexibilize LO styles.

Bug 125696 is not related to this in any way

CSS styling is something that happens, when you export from LibreOffice to some format that uses CSS, like HTML or EPUB. There are mappings that attempt to convert the internal LibreOffice styling to CSS.

Regarding border-radius, incidentally there has been work done on rounded borders just last week: bug 49247
