I could not reproduce the scrolling effect, but encountered some other strange behavior.
What I did to reproduce it:

Version 7.1.1.1 (64x) LibreOffice Community
Build 575c5867c4cc13d7ae78f9ce39a54a52ed38c769
CPU threads: 12; OS: Windows 10.0 Build 18363, UI render: Skia/Vulkan; VLC: win
Locale: en-US (de_DE); UI: en-US
Calc: threaded

1. Open a new document in Writer, enable formatting marks
2. Open the attached file
3. Displayed page number while rendering: 692. The page number decreases then, the zoom changes to 46%.
4. Type page 723 as page number in nagivator and pressing enter results in the number getting corrected to the maximum page number already rendered and jumping to the end of the document.
5. After some seconds, the total amount of 731 pages is laoded. Entering page 723 in the navigator results in landing on the yellow page.
6. Clicking on the empty area results in access to that page, no scrolling.

Following the same steps on another version:

1. Open a new document in Writer, enable formatting marks
2. Open the attached file
3. Displayed page number while rendering: 692. Zoom changes to 46%
4. Type page 723 as page number in nagivator and pressing enter results in the number getting corrected to the maximum page number already rendered and jumping to the end of the document.
5. After some seconds, toal amount of pages increased. Yellow page is on page 725 now (total: 734 pages).
6. Clicking on the empty area results in access to that page, no scrolling.

Dear Telesto,
Could you please try to reproduce it with a master build from http://dev-builds.libreoffice.org/daily/master/ ?
You can install it alongside the standard version.
I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in the master build
