Hi so I've been exploring a bit with this and so far I think what's going on is that the footer seems to be every page. Not only does page 3 have it, but so does page 2 and 1 the first go. I can reproduce on master build. May be a duplicated issue as reported in bug 137106, but keep them as separate bugs as that one affects header, not footer.
