Description:
Inserting a table into a new footer on page 1 scrolls to pag 3 with with prexisting footer and to last page with new created one

Steps to Reproduce:
1. Open the attached file
2. Insert a table on the footer on pag 1
3. Page scrolls
4. Scroll back to top
5. Delete the footer
6. Insert the footer again
7. Insert a table -> Scrolls to last page

Header has similar kind of feature

Actual Results:
Page scrolling

Expected Results:
No page scrolling

Hi so I've been exploring a bit with this and so far I think what's going on is that the footer seems to be every page. Not only does page 3 have it, but so does page 2 and 1 the first go.

I can reproduce on master build. May be a duplicated issue as reported in bug 137106, but keep them as separate bugs as that one affects header, not footer.
