Description:
A user who wants to change the language in a document can readily choose, through the status bar or the Tools menu, the language of
- the UI or
- the locale or
- the input method.
In order to set another language, the user has to open a new dialog window by choosing More... from the menu that shows the above language(s).

Problems:
- The above language set of one to three distinct languages is often not enough.
- The additional dialog is inconvenient. It should be possible for the user to set the required languages once for all and have them in the menu every time.
- While the above problems are alleviated for Windows users who can rely on the input method to set the language in the document (many cannot, see AOO issue 100762, link below), on GNU/Linux the input method cannot change the language in the document (see #tdf108151).

The language is a property of the character and you can have Greek citations in English text, for example. If you want to use different languages in a document, you have to define respective paragraph styles (or do the trick per direct formatting as in the example). Tools > Options > Language allows to define just the initial language for the default paragraph style.

Admittedly this is confusing, and improvements have been requested many times. I make your ticket a duplicate of bug 103036 to draw more attention on this topic. Please forward your ideas there.
