No, if you read bug 38093 you'll see it's Outline View layout and editing mode.
Bug 135668 is a request about the Headings context menu in Navigator. Does "Outline Content Visibility" appear anywhere else then there? If not, then this ticket is a duplicate of bug 135668.

I agree with Timur. "Outline Content Visibility" is broader than just selecting an option in Navigator context menu.
