On the German (Swiss) Keyboard there is on the relevant key on the upper position the question mark and on the lower position the apostrophe. In Libre Office, instead of the apostrophe, there is shown "‹". The aposthrophe is among other things necessary to seperate the number blocks, CHF 1'000'000.00. It is replacing a missing "s" too, e.g. "heute gibt's" instead of "heute gibt es". In Swiss German the apostrophe is very important.
NAB as intended with bug 105837 [1] While typing immediate <Ctrl>+Z will revert the replacement if keyboard apostrophe (U+0027) is needed for number formatting. Otherwise set your default usage. Adjust from defaults as preferred.
