example of PDF file not rendered by Draw

Some PDF files cannot be rendered by Draw.  I attached single page PDF file demonstrating the problem.

Steps to reproduce:
1. Open attached file with Draw on Linux and Windows
2. Open attached file with any of other viewers:  Adobe Reader, Chrome / Chromium, Firefox, Evince, Okular, GIMP, ImageMagic, Edge.

Current behaviour:
 1. Draw is unable to render the file. Also see the attached screenshot. 

Expected behaviour:
1. The document is seen as in other viewers.

Can not reproduce, the PDF holds an inserted raster data stream and few text run objects. Filter import of opening into Draw can not produce text objects of the form as they do not exist as runs inside the PDF. 

And, the Insert as image is flawless--but since the source raster in the PDF presentation is low resolution scan, the pdfium based insert at full page size.

LibreOffice is not a PDF editor, nor a PDF viewer--we only filter import a PDF presentation into appropriate LibreOFfice objects with no guarantee of fidelity to the original presentation layout of the PDF.
