Description:
As I have noticed, unchecking "Apply user data" in template properties (File > Properties > General) makes it impossible for Writer to detect if the template has been changed when I open documents based on it.

I'm sure this is wrong, and there should not be such a thing. Leaving out user data should not affect whether LO detects that the template has been changed.

Could you please try to reproduce it with the latest version of LibreOffice from https://www.libreoffice.org/download/libreoffice-fresh/ ? To be certain the reported issue is not related to corruption in the user profile, could you also please reset your Libreoffice profile (https://wiki.documentfoundation.org/UserProfile) and re-test?

I can reproduce it with 7.2.4.1

The detailed workflow:

1. Create a new document based on the default Writer template
2. Click File, then Properties, and then clear the Apply User Data check box.
3. Change the color of the Text Body style to red
4. Save the file as a template and place it in the LibreOffice templates directory (on Windows, it is %AppData\LibreOffice\4\user\template). Close it.
5. Create a new document based on it and save it on the desktop (C:\Users\YourName\Desktop). Close it.
6. Open the template and change the color of the Text Body style from red to blue. Save and close the template.
7. Open your document. You **won't** see a warning that the temlate has changed.

Reproduced effect using STR in comment 3, plus additional steps

8.  Open saved template and enable "Apply user data" (in File > Properties)
9.  Save template
10. Open test file created in step 5

Result:  Get expected warning about changed template.
