Description:
Scroll wheel in Calc scrolls one line instead of one page in Windows 10.

Steps to Reproduce:
1. in Windows 10 mouse settings: choose to scroll one page when you turn the mouse wheel
2. turn the mouse wheel in a Calc table


Actual Results:
It scrolls one line.

Expected Results:
It should scroll one page.


Reproducible: Always


User Profile Reset: Yes



Additional Info:
There is also another bug:
When you set it to scroll 100 lines, it scrolls fewer lines (the number depends on the number of visible lines).

Effect is REPRODUCIBLE with Installation of Version:7.2.1.2 (x64); Build ID: 87b77fad49947c1441b67c559c339af8f3517e22; CPU threads: 12; OS: Windows 10.0 Build 19042; UI render: Skia/Raster; VCL: win; Locale: de-DE (de_DE); UI: de-DE; Calc: threaded

This WIN10 "Scroll screen page" works nowhere in LibO. With attached test kit, Zoom=page width,  WIN10 Mouse setting = Scroll screen page you can see that
a) Calc: scrolls line by line
b) Writer: scrolls document page by document page
c) Writer HTML document: does not scroll at all
d) DRAW: Scrolls half screen page (more or less)

Already REPRODUCIBLE with Server Installation of Version: 6.4.7.2 (x64)  | Build-ID: 639b8ac485750d5696d7590a72ef1b496725cfb5 | CPU-Threads: 12; BS: Windows 10.0 Build 19042; UI-Render: GL; VCL: win; | Gebietsschema: de-DE (de_DE); UI-Sprache: de-DE | Calc: threaded

Additional Info:
e) This scroll function probably never worked.
f) I can't tell whether there is a common problem for all LibO Apps with
   page scrolling or whether there should be opened additional BugReports
   for the scroll problem in other LibO Apps.
g) My other Apps I tested on this PC did that scrolling well.

For (c) we already have "Bug 107651 - VIEWING: Mouse wheel doesn't scroll one screen"

For Calc Problems "Bug 34689 - UI scroll problem: Cell with dimensions exceeding screen dimensions impossible to work with" and "Bug 40917 - UI: scrolling only by full row height" might be related.
