I was just trying to find out how to modify the page formatting in Writer. The help system shows the dialog with the page formatting settings, but it doesn't show HOW to get to the dialog, as in what to do in the UI to get there. There appears to be no menu item to get to this dialog. ??

Indeed. Version 7.0 had it.

And latest also has it: https://help.libreoffice.org/latest/en-US/text/shared/01/05040200.html?DbPAR=WRITER - it just hides for DbPAR=SHARED. Another case of (useless IMO) dynamic change of the content depending on some query arguments.
