The two different file pickers

I'm using KDE neon 5.23, with Plasma Version 5.23.3.

If I run LibreCalc normally, as the user I'm logged in, and attempt to open a file, it opens a file picker that seems to be an instance of the Dolphin file manager.

If I run LibreCalc as another user and open a file, the file picker looks different. I'm using the KDE "Run as user" option from the shortcut properties, which resolves to this command line:

    /usr/lib/x86_64-linux-gnu/libexec/kf5/kdesu -u b -c "/usr/local/bin/libreoffice7.1 --calc <filename>"

With older versions of KDE and LO, the styling of LO applications also looked different - bug 140578.

LibreOffice uses the default Qt/KF5 file picker, so I tend to think that this is rather a problem on another layer rather than LO.

Does this work as expected with other KDE applications?

I tried `sudo kompare` and the file picker dialog also looks very different.
