The footnote separator line is an attribute of the page style (PgS) and we have no option for different settings in case of continuations. The UI might be easy to change but we have to consider compatibility and need to comply with the open document format. Besides the technical questions I actually never heard of a publication style that requests different footnote separators. Do you have a reference?

In various books I have seen footnotes continue on a new page. In some books, the continuation of the footnote on a new page goes under the same Separator line. In other books, the continuation of the footnote on a new page goes under a long Separator line for the entire width of the page. I don't have an example picture :(

In one paper book the length of the separator line on the first page is about 25% of width. And on the next page, the length of the separator line is about 90% of width. Thus, we see that the length of the separator line when continuing the footnote on a new page is different! Sometimes it is the same length as on the first page. Sometimes it is the whole page. Sometimes it is not the whole page, but more than on the first page.
