I confirm the described behaviour, but why is it a bug as soon as it doesn't follow MSO?

This more an opinion/preference.. I personally find it disorienting to click on link, which can technically point to any area on the page.. but doesn't show me the exact area, showing me 2/3 of the previous page.. first.. Obviously it might matter (context), but in principle I like to go to the designated area Aside from the fact that I mostly prefer to read stuff at the top/middle of the screen (not at the bottom)..
Actual result: Click on fields on page 1 => you see 2/5 of target page Click on bookmark "General Knowledge" in navigator => you see 4/5 of target page Click on bookmark "Geography" in navigator => you see 2/5 of target page Expected result: Should always be the same To see 4/5 is indeed more convenient. So let's change status to NEW, but I add design team for a double-check.
My first idea would have been to show the target in the upper 1/3 of the canvas to also see what comes before the target. But have a consistent solution makes sense.
