This is the first time that I've launched LibreOffice on this machine. It looks like the crashing document is a red herring entirely, as Writer and Draw both crash briefly upon opening. Safe mode does not crash. The banner "You are running version 7.3 of LibreOffice for the first time. Do you want to learn what's new?" only appears while running Safe Mode.
I've solved this issue. Ok, then it's probably bug 146402. You could test with Win-x86_64@tb77-TDF from https://dev-builds.libreoffice.org/daily/master/current.html to confirm the bug is gone in the upcoming major release. *** This bug has been marked as a duplicate of bug 146402 ***
I uninstalled Libreoffice; Installed Win-x86_64@tb77-TDF; Deleted %APPDATA%\libreoffice and launched Writer & Draw. I can confirm that the development version did not crash while using Hardware Acceleration and Skia for all rendering. Thanks to all!

Great to hear. By the way, the unstable version installs separately and has a separate user profile, so you can use it side by side with your stable version.
