Description:
UI: Customize dialog Toolbars Target, list the active toolbars on top (with separator)

Steps to Reproduce:
1. Open Writer
2. Tools -> Customize -> Toolbars tab
3. Search add to list
4. You want to add it to the second toolbar (where the other bullet entry's are). So not standard but the other one.. 
5. If you know the name, it's pretty easy, if you don't you're drowning in the list of toolbars

Actual Results:
The drop down has standard select, and if you expand you get a long list of toolbar options

Expected Results:
Maybe list the activated toolbars first

Don't see how we could preselect the target depending on a UNO command. With "other" you probably mean the "Formatting" toolbar where some list related commands are located. But it could also be "Bullets and Numbering" or "My fancy toolbar" (the button next to the dropdown allows to add own TB). 

However, if you start the customization dialog from the toolbar itself (right click: Customize Toolbar...) you get it with the target initialized. => NAB
