Description:
UI: Customize dialog Toolbars Target, if you click the drop down it will scroll to 'standard'. The middle of the list. Which makes in hard to find a toolbar

Steps to Reproduce:
1. Open Writer
2. Tools -> Customize -> Toolbar Tab
3. Click the drop down for 'target'
4. The list will jump to 'Standard'

If you are unsure which toolbar you need you tend to skim through the list. Normally this is 'scrolling down', but well most of the toolbars are located above 'standard'. 

Actual Results:
Scrolling starts somewhere in the middle 

Expected Results:
Expected, start at the top

If you start the customization with no context the default is Standard as the main toolbar. If you start via toolbar > right click > Customize toolbar... you get this item as target. Starting at the top instead of Standard would not be an improvement.
