Normally this is 'scrolling down', but well most of the toolbars are located above 'standard'. If you start the customization with no context the default is Standard as the main toolbar. If you start via toolbar > right click > Customize toolbar... you get this item as target. Starting at the top instead of Standard would not be an improvement.
