Images (perhaps non-text objects) in PDF/UA compliant documents requires <alt> text.

<alt> text entry is available for images/objects under the Options tab of the object Properties.

A global option (Tools - Option - LibreOffice - General) can have a checkbox to force an intermediary dialog to insert 1- name of the image, 2- <alt> text and 3- description text when inserting an image/object in the document.

This way, user will address in advance an important requirement for PDF/UA.

Useable alternate text description for any object is necessary. Either force folks to input it on entry, or ate least make it easy for folks conciously preparing document for AT rendering like the PDF/UA filter export. 

@Oliver, isn't this a duplicate of bug 39558, compounded by work needed to annotate objects of bug 101193

This bug is currently listed as blocking Bug 139007 / PDF-Accessibility, but it affects ODF itself and most other formats that LibreOffice can write or export (DOCX, HTML, ePUb, etcetera).
I also don't understand how this differs from Bug 39558, unless the goal here is to make the prompt for a text alternative optional rather than obligatory.
