PDF export should create accessible documents

Susanne, could you please add some generic notes here like standards, links etc.

I'm afraid of QA disagreeing with the META ticket since it circumvents the keyword somehow. Point is that we want to keep all topics together and easily trackable that could be done in a tender.

[1] The following features for accessibility are missing in writer: 
Pictures in the header or footes: Mark as decorative. 
Then PAC 3 tagged the pictures coorect
[2] Pictures in are figures in the TAGS in the structure below the H1 Tag or p tag. PAC 3 says: possible inappropriate use of the structural lemet figure. 
If you change the figure tag to the top, there is no mesage from the PAc3 checker 
[3] Same with DIV tag for caption. 
[4] PAC 3 message to internal table of content: Hyperlink text is equal to the link address
In the next days, i publish some sample documents.

@Heiko, /me confused... could you explain what is intended. Is this against our PDF/UA compliance (bug 45636) as worked by quikee? 

Or is it against our non-PDF/UA validated, pdfio filter exported PDFs?

Or is it structural against some framework/changes needed in our ODF documents to better export to PDF (PDF/UA, or just PDF 1.7--ISO 32000-1:2008)?

yes- the goal is to create low barrier documents with Writer without correcting with Acrobat.
