1. Have a document that is saved, but which has a comment.
2. Edit the comment. Note that the document is marked as "Needs save".
3. Undo all edits to the comment.

Result:

Document is still marked as "Needs save".

This is still reproduced in:

I am marking again as "new" as this is specific to comments.
You can try with:

1. Create a new document with some body text and some comment text
2. Save it
3. Make some body text bold, then undo.

Result: modified status is reset.

Result: modified status is not reset.

Bug 86821 is not specific to comments, but is about Calc and should be itself a duplicate of bug 69972.

Same in OOo 3.3 (tested with closing the document), so marking as inherited.
