This may or may not be the same issue as bug 89573 but here we go:

In the Hyperlink dialog, it is not possible to enter the non breaking space character into the Text field.

1. In a Writer document press Ctrl-K to open the Hyperlink dialog
2. In the Text field press Ctrl-Shift-Space to insert non-breaking space
-> nothing happens

Only the right click menu -> Special characters item can be used, to search for "space" and insert it. Then the hyperlink gets the nbsp in its text, so the functionality it there in some form - but not with a keyboard shortcut.
