To make the Bullets and Numbering dialog more user friendly, it would be perhaps desirable to remove the main types „Bullet“ „Graphics“ „Linked graphics“ from the Number list, and add these options as buttons at the top of the dialog. 
„Numbering“ type can be added as a fourth button. 
This would make them more discoverable and it would feel less „strange“ when the other controls of the dialog are exchanged upon choosing a different type.

This is my own idea, not something discussed in bug 120905, so I'm asking for ux-advise approval.

+1, moving the other non-numeric bullet types ('None','Bullet','Graphics','Linked graphics') off of the Numbering listbox in the Customize tab would improve the UI.

Would think a radio button with label for each to place the dialog into that mode makes sense.

Don't we have the two types ordered (aka Numbering) and unordered (aka Bullets) with 123, ABC, 1st,2nd,3rd, etc. vs *, -, <graphics>, etc.? And your actual problem is that the "Number" list also contains bullets and the frame title is "Numbering". Another solution could be to rename things, "Type" comes in mind but we likely had some discussion before, and to sort the list according the two types.

Selection from the 'Number' list box for the current 'Numbering' block reorganizes the dialog to a layout appropriate for the selection type.

That is unclear UI behavior that might be better served with each bullet/numbering "mode" (None, Bullet, Graphics, Linked graphics, or Number--the majority of current lb) chosen/notated by radio button or even checkbox (though they are exclusive modes/layouts for each).

Having them all together on one listing obscures what choices for each customization allow.

Well, one could separate the list into numbers + list, as well as clarify that this is not just customized numbering, somehow.

Anyway, I think it's better to separate the non-sequence-of-numbers choices from the sequence-of-numbers choices.

We discussed the topic in the design meeting.

Splitting the UI makes the UI more noisy and is no functional distinction. In the end it sounds as if a simple renaming of "Number" into "Type" would be sufficient. The frame title could become "Options", if necessary.

Changing the label would be an easyhack at sw/uiconfig/swriter/ui/bulletsandnumbering.ui.
