In order to make the Bullets and Numbering dialog look more like the one on Impress, it’s necessary to merge the Position tabs settings into the Customize tab, which should be turned from being a tab page into the dialog itself, just like it is in Impress.
Position settings should be hidden by default, with a foldable section.

This is a first bug in a series to split up revamping the Writer Bullets & Numbering dialog into smaller bits, to get a look similar to Impress after the work in bug 120905.
