There is no feature to simply create reports, without the goal of sending them. The “enable sending” is different from “send (automatically)”. Of course, there may be a better wording, still. This is not a "-1", just a request to improve the suggested wording further. I realize that the current wording, if technically correct, may still puzzle people.
Maybe simply "enable crash reporting feature"?
Maybe should be separate, but may as well be handled here, only needs a small UI tweak: the checkbox in the UI in the General page could be improved with a mention (maybe on a separate line) that sending will be only done after confirmation shown each time. This is a feature that may create security concerns, so the more information we provide, the better.

I see no benefit from changing the text on the expert option. We could add a note to the UI though, or maybe a tooltip.

Because people getting there, and reading it, are rare and don't deserve attention? ;-) This is a one-liner, I doubt it's worth blocking such a change just because "it's not important in someone's view".
