A text in a section, with a huge footnote

In the document, there is a section with "collect at end of text" setting, that has several paragraphs of text, and a footnote with text that needs several pages to fit.

When creating such a document, everything seemed normal. The first page shows all of the paragraph 1, and the start of footnote. The second and following pages contain only the footnote, until its remaining text is less than a page (which happens on page 6), where paragraphs to 9 are shown above the remainder of the footnote; and page 7 contains paragraph 10. However, after save-and-reload, the footnote got cut at the bottom of page 1 (with a red arrow showing not fitting content), and didn't continue at all. Showing page preview partially restored it, but not on page 6.

On the closer inspection, it is also obvious that the main text's paragraph 2 is shown partially on pages 3 and 4, in the half-line space above the footnote separator. On page 3, there are actually several lines of it, hidden by the footnote (putting a cursor, and using arrows to navigate the text, shows where it's positioned).

The problem with the incorrect flow (and having paragraph 2 partially visible on pages 3-4) was already in OOo 2.2.

I am not sure if it is an formatting issue. I have update the status to NEW for now.
