When you changing something on the chart eg. axis, colors, labels, there is no an apply button to watch the changes. If you dont like it, you must click again and again. This is loosing time. An apply button will be a quick/nice solution.

Am I wrong, or apply is automatic.

BTW, undo only works while editing the graphic, once the edit is left, there is no way to undo for it.

You are wrong in both. 
1) Try to change the limits of the axes. They are not applied on the fly. Try to change the colors of plot. They are also not applied on the fly,
2) There is "undo" when you applying changes. Select the plot, apply change, select plot, press undo or ctr+z. 

Are you sure you are using libre calc or maybe something else?
