Hybrid pdf showing the top line of text in the border. Sheet1 is print Grid, Sheet2 is with borders. Calc file embedded

This is new to 28.2.4.2 and 25.2.0.2 (not 25.2.0.1)

Open Calc. 
1. Enter enough text in the cell to make several lines worth and Wrap text
2. Either set the Sheet to print Grid lines or create border around the cell
3. Export as PDF

Result: The text starts in the border at the top so the writing appears as strikethrough by the border
If the file is saved and opened in an earlier version and then exported the problem still exists, even though the same contents created new in that version do not show the problem.

A minimal FODS example

There is a minimized flat ODF (so that it's clear that the document has nothing special).

I reproduce the problem as far as using LO 3.3 and (using an ODS created from the FODS using LO 5.0) even using AOO 4.1 and OOo 2.2.

At least the export problem is, therefore, inherited from OOo.
It is a question, what wasn't a problem in the versions prior to mentioned in comment 0.
