This is a followup to bug 163959

When attachment 197685 [details] is set as read-only and opened in Writer, the most command in the Table menu are disabled, but it would be useful to enable the other commands as well:
- Insert submenu
- Delete submenu
- Size submenu
Merge Cells, Split Cells, Merge Table, Split table
Protect Cells, Unprotect Cells
Autoformat Styles
Number Format
Number Recognition
Convert submenu
Edit formula, Sort
