Your screenshot show 'Items' of the GUI as being 'Tabbed'. On my system there are no 'Tabs' in the GUI — there is just a 'List' on the left-hand side of the GUI. I am really perplexed now. Are you testing in the same version of LibreOffice I am using?

You are accessing the settings via right-click on a paragraph in the Writer text edit section. If I try that, now that I see it, yes I get the same (correct) results that you get. However, the settings area that I am talking about needs to be accessed via the Style Deck. Access from there and likely you will see the same results I am showing in my screenshots.

Because the new design could not be completed in the required state to be delivered with 25.2, it was reverted to the previous design.
