Description:
In Web mode, writer does not treat Heading 1 as outline level. 

It can be fixed in "Tools > Heading Numbering", but it resets when the file is closed and reopened, or when it is reloaded by the "Reload" action.



Steps to Reproduce:
1. Open Writer

2. File > New > HTML document.
   Remark: Opening an existing HTML document does not currently
   put writer into HTML mode on Linux.

3. Create a "Heading 1" and "Heading 2" paragraph.

4. Press F5 to open the navigator.

Actual Results:
Only the "Heading 2" paragraph is shown.

Expected Results:
Both the Heading 1 and the Heading 2 paragraph should be shown, with the Heading 2 paragraph as a subitem of the Heading 1 Paragraph.
