This bug is complicated to explain, I have a workbook with multiple sheets setup almost exactly the same. I have made duplicate sheets to expedite the process. When I go to Manage Conditional Formatting for each sheet. I have noticed that there is Formatting already accounted for on these sheets. However, the Formatting only works correctly on one sheet. Not always the same sheet. I have attached a sample file for you to peruse. Sheet: "Project 1-5" has the correct look to it. Sheet "Project 6-10" has missing conditional formats but displays them under the Manage Condition Format. Sheet: 'Projects 11-15' is for Recreation Method #1.

Recreation Method #1: Copy contents of sheet:'Project1-5' to sheet: 'Project 11-15'. Select any of the number formatted cells at the bottom by Right clicking cell, Select: Condition Formatting, Click Dropdown box for Apply Style:(DO NOT CHANGE CONTENTS) click Dropdown box again to close it. Click: OK; Click: OK again; Formatting will disappear from sheet.  

Recreation Method #2: Right click Sheet: 'Projects 1-5'; Click: Duplicate Sheet; Select the newly created sheet; Select any of the number formatted cells at the bottom by Right clicking cell, Select: Condition Formatting, Click Dropdown box for Apply Style:(DO NOT CHANGE CONTENTS) click Dropdown box again to close it. Click: OK; Click: OK again; Formatting will disappear from sheet. 

I have also noticed while attempting to fix sheets by deleting all formats, They do not delete unless conditions are deleted first and then changing the focus to a different cell.

Thanks for reporting this issue.
It looks like a duplicated of bug 162692 which is fixed in LibreOffice 24.8.6, due to be released this week
