Description:
In default view, i. e. „STANDARD TOOLBAR” I can easily change view under View > User Interface.

Then I select „TABBED” view, and at first sight everything seems fine.

Then I decide to return to „STANDARD TOOLBAR” but I just can’t find it: in View tab the third item is NOT „STANDARD TOOLBAR” anymore, and I just don’t find it anywhere.

It took me some time to figure out that I can either do it this way:

View > Menu bar > then in Menu bar: View > User Interface

...or this way:

Hamburger button in the top right hand corner > User Interface

In „Tabbed” view, the content of „View” tab (as well as any other tab) should be the same as in „Standard Toolbar” view.

Confirmed that this is the case. There is no User Interface option when clicking the "View" options from the tabbed view. Potentially a design inconsistency rather than a bug.

By design. The MUFFIN Notebook bar interfaces, Tabbed UI is one. Are alternative to full featured Menu - Toolbar - Sidebar interface.

You've found the Main menu exposure steps for the Tabbed UI, slight differences between the different Notebook Bar UIs. Either the 'Menubar' button next to the Open, Save... buttons on the Tab bar, or the Hamburger 'User Interface...' to make a UI selection with Main menu displayed by default. 

The UNO .uno:menuBar used on the Tabbed UI, is available for user Customization to expose the main menu via keyboard shortcut assignment. But 

And we have bug 107343 to implement the <F10> behavior when in the Notebook Bar UI modes, to expose the Main menu, and make the MUFFIN UIs match the rest of the UI options.

The 'User Interface...' command is located under the hamburger menu at top-left, in case of the Tabbed UI.

Suspect OP's issue is that the widgets assembled into the 'View' Notebook Bar of the Tabbed UI does not include ALL of the controls found on the main menu's 'View' menu.

It is provided for as noted. But, lack of direct parity between the View tab and the View menu can be an irritant. But given the NB framework there never can be.

Still => NAB and likely => WF if it were.
