Description:
Dragging up/down causes rotation of image in 'rotation mode'

Steps to Reproduce:
1. Open the attached file
2. Left click the image once
3. Wait second, left click again. (Rotation handles appear)
4. Drag up/down; image starts rotating (unconventional)

Actual Results:
Dragging causing rotation

Expected Results:
Simply drag the image; I would pick the rotation handles for rotation


Reproducible: Always

This seems to have begun at the below commit in bibisect repository/OS linux-64-25.8.

Disagree. The feature are the rotation handles. Dragging up/down causing a rotation isn't part of the feature, IMHO

Check Draw/Impress for comparison

You're right that Writer does it differently. This is probably a bug.
But it has not begun by the click-to-rotate feature. It has been the same before but you had to switch to rotate mode via context menu.
