Description:
Footnote appears to be on wrong page

Steps to Reproduce:
1. Open the attached file
2. Notice footnote 2 being one page 2. 
3. Save to DOCX/RTF. 
4. File -> Reload -> A result I would expect

Actual Results:
I would expect footnote 2 to be on page 1. The footnote counter is set to restart on each page. 

Expected Results:
Footnote 2 is on different page

So I confirm the behavior -> after export to DOCX the 2 footnote moved to first page (and it looks more right, btw).

ps: Ideally we need some automate expanded footnote area for every page instead of current hard defined size.
