Attachment 68209 [details] from bug 55728 was apparently made with the not so great, but understandable practice of padding pages with empty lines instead of page breaks.

When opened in Writer, the top parts of subsequent pages end up slipping to the previous page.

Observed with LO 26.2.0.0.alpha0+ (8ea8e254a3151f5390f3a10ff156fcaf8e7c5d5c), 5.1.0.3 / Windows.

While at this point the document has other issues as well, until the following commit in 5.1 this drift isn't there, and the page flow is much better:
