When I insert an image in Draw or Impress, I am prompted to choose between having a linked-to image and an embedded one: A dialog tells me "The file Whatever.png will not be stored along with your document etc.", and I need to choose between the buttons "Embed Graphic" and "Keep Link". However, if I set the page background to an image, it is _always_ embedded, and I'm not offered a choise. That's not good... we do need that choice for page backgrounds as well.
I don't think you can compare an image with a background. This Set Background Image adds the image to your document Gallery making it available as item under slide properties > background > image. And this cannot be a link. If you insist, please ensure no technical limitations.
