Filled cell but empty formula window

I am using LibreOffice in Hebrew which is an RTL language, if it really maters.

When trying to add a formula, the formula window remains blank unless I press it, it widens and then I can see the formula. Attached is a picture of a cell with information but the formula window shows nothing.

The formula window works fine in the English version

Please notice the title is misleading for I wrote RTL, but the title says LTR for some reason.

Steps to repro :

1) Download a semitic language pack RTL and install it :
https://www.libreoffice.org/download/download-libreoffice/?type=win-x86_64&version=25.8.3&lang=pick

in my example, I was previously installed 'Arabic (Saudi Arabia)' package

2)
Tools -> Option -> 'Languages and Locales' -> General
Under 'Default Languages for Documents' -> 'Western' -> select 'None'
Under 'Complex text layout' -> Select 'Arabic (Saudi Arabia)' 
Under 'Enhance Language Support' -> I have checked the 'Ignore System input language' box, because I have a system input in french mostly.
Under 'Formats' -> 'Locale settings' I have seleected 'Arabic (Saudi Arabia)'
Under 'Language Of' -> 'user Interface' -> I have selected 'Arabic (Saudi Arabia)'

3) press 'Ok' and restart 

4) Create a new calc and enter something in a cell O1, "12" when you select the cell, the number is not diplayed in the input line but if you select the input line the number appear.

To retrieve the settings in English (USA) for example :

Menu 
('option' the last of the drop-down list) 'Alt+F12 ...أدوات' -> 'خيارات (Tools)

Sub menu right panel, 'Languages and Locales' -> 'General' (there is no tranlsation for this ???)

on top, look at the first drop-down list on the left panel
الإنجليزية (الولايات المتحدة) (I have selected English USA in my example, the third on of the list)

حسنًا (and Ok)

and then you can go back with all your previous settings
