Description:
Your latest F-ING "update" has removed the "insert line" option!
CONGRATULATIONS!!!!!!!!! 
LibreOffice Writer 25.8 running on Windows 10

Steps to Reproduce:
1. Click ALT + I +L
2.= INSERT
3.= Insert drop menu WITH NO "INSERT LINE" option available!!!!!!!!!!!!

Actual Results:
NO LINE IS INSERTED

Expected Results:
Horizontal line

"... the Horizontal Rule currently only applies the Horizontal Rule style to a newly inserted empty paragraph--but it used to offer a selection including gallery clipart, and could be toggled"

The gallery objects are long gone, and at this point entering a Horizontal rule can still be drawn as an sdraw object Line and formatted. But the removed UNO control was for an empty Paragraph object with an assigned Paragraph Style (PS) of "Horizontal line"

You can lay down an empty paragraph and assign it the "Horizontal line" style if you desire. As the "Horizontal line" PS remains (with its defaults) and the PS can be adjusted to the Border decorations as preferred.

You also can work with keyboard Autocorrection, enable the 'Apply border' typing option (Tools -> AutoCorrect -> AutoCorrect options). Then any of the sequences "[---,***,___,~~~,===,###]" will assign a bottom Border line to a current *empty* paragraph.

Also, with that commit the UNO (.uno:HorizontalLine) was relocated to the main menu Styles. 

The accelerator sequence for the UNO now became:

<Alt> + Y + L + <enter>

<Alt> to activate accelerators
Y for the StYle menu
L for the Line menu
<enter> required bcz there are duplicate L accelerators to cycle through.
