Please note that the problem in the test case looks simple, however the problem affects many text line in all ppt files that I have tried to save as pptx.
I see bullets also in the slide title in pptx. I do not see it in the ppt document. I see the problem with LO-3.4.4-rc2 and a recent master build on openSUSE Linux. Well, I reduce the severity. I do not see it with other presentations here, so it must be something special in your presentations. The PPTX import/export filters are still work in progress. We improve them in each version but such bugs can't block the whole release.

Bugs are reproducible with LO 4.0.0.3. (Win7 Home, 64bit). Attached ppt file: Looks fine in LO and MSO 2007 After saving it as a pptx file: in LO: The color of the bullet of the text field has changed to black and the font size is wrong. In addition, a bullet below the title is inserted. in MSO 2007: The color of the bullet of the text field has changed to black and the font size is wrong. In addition, a bullet below the title is inserted. Furthermore, the title also got a bullet.
Bug still reproducible with LO 4.1.1.2 and 4.2 master Sept.10 build (Win7 64bit). Adding impress expert to CC list.

In 5.3.0.3 / Ubuntu 16.04, I see no extra bullets anymore after saving as PPTX, and reopening the file. Closing as WORKSFORME, please reopen if the issue persists.
