There are *FOUR* options for viewing a PDF file:
1) Single Page View (in LO, Single page) 
2) Enable Scrolling (in LO, Continuous)
3) Two Page View
4) Two Page Scrolling (in LO, Continuous facing)

The first-shown names are the terminology as shown in Adobe Reader X (View/Page Display) - the second are from LibreOffice (Export to PDF/Initial View tab/Page layout section).
[Note that 'Default' Initial View simply picks up the defaults of the PDF reader program.]

The Two Page View as initial view is not present in LO. There seems to be no obvious reason why it's missing, apart from the history that it's just never been in OO. Seems an illogical omission - and hopefully a simple enhancement to put right.

I could confirm this bug/enhancement. It isn't possible to create a two-page-view.
