Rotated text does not overlap with neighboring cells on top or below, only with cells to the left or right.
Alignment of rotated text seems to be completely out of control and behaves unexpectedly (easy to try out).

Bug still present in 5.3.0.3 (x64) on Windows 10 Pro.

Apart from that, rotated text is completely garbled. I assume someone else already filed a bug report, as text rotation is essentially broken.

Was this really ALL OS bulds, or just Windows?

Anyhow, rotation and scaling are corrected on Windows builds for both OpenGL rendering and Default rendering at 5.3.2--please check a current nightly TinderBox build.

Also, please note that when rotating you do need to set the text Reference Edge to be inside the cell, if that is the effect you want.

For version: 6.0.6.2 (x64)on Windows 10 I can confirm the Issue with the cut-off text on rotation.

As of Comment 11 this seems to be a regression.

In addition to rotated text, also cell lines seem wrong. 
I prepared XLSX in MSO as attachment 175191 [details] to compare MSO and LO, but it has fileopen bug 144661.

Text rotation bugs in Calc 7.6.1.2, and expected behaviour in green

New demonstration of text rotation bugs in LibreOffice v7.6.1.2 Calc.
A description of the critical formatting in column F.
Black text is the observed behaviour, green text is the expected behaviour.
Notice cut off text in C2, which will reappear as soon as the table gets redrawn.
For A4, imagine a boundary box around the paragraph, and the alignment applying to the boundary box.

Additional comment:

Even when cells are resized generously to fit the rotated text, the rotation screws up alignment. Making a cell bigger can actually make the text disappear from the screen entirely.

Even Google Sheets behaves better than LibreOffice in this respect.

These kind of bugs are why I can't use LibreOffice (Calc) as a scientist, and have my university pay for Microsoft Office.

I hope this comment can be understood as constructive criticism and to underline the importance of this bug. It is not meant to be a rant or hate towards LibreOffice.
