Any background colour - also within conditional formats - is not shown on screen in a protected sheet even when cell is unlocked (locked cells are shadowed) - but is shown in page preview and PDF output. Tested with LibO 3.4.4, 3.5.0, 3.5.1

The effect is reproducible with reporter's sample documents and with "LibreOffice 3.5.2.2 German UI/Locale [Build-ID: 281b639-6baa1d3-ef66a77-d866f25-f36d45f] on German WIN7 Home Premium (64bit), but I can't tell whether its a bug. You see the effect in a document with protected sheet, when you 1. Open attached Calc Document "sample.ods' > you see some cells with contents, B1:B4 will not be protected already done: Menu 'Tools -> Protect Document -> Sheet -> <ok> 2. Toggle Menu 'Viewing -> Values Highlighting' With highlighting activated all protected cells will show grey background I never saw that in an other way (since OOo 1.1.4), but I can't see the advantage of that behavior. Bug or feature, that is the question here.
I consider this to be a bug: - Value Highlighting gives me some important information about cells: . value directly entered – eventually used for calculation (blue) . value derived by formula, cell should not be changed (destroyed) by entering a data value – except on purposely changing formula (green) . locked cells, that cannot be changed, when sheet is 'in use', i.e. is protected (shaded) . unlocked cells that are used for data entry and may be colour indicated (blue, no shading, eventual conditional or unconditional background colour) - Conditional colouring of cell background gives me information according to the condition, e.g. minimum value, maximum value of values to be compared. Conditional or unconditional background colour must not be dependent on Value Highlighting; especially can a conditional format be underlaid to a calculated cell value that is – for good reason - locked. In any case would I like to see, if the condition is met, expressly when the sheet is locked. Also would I want to see a background colour on cells used for data entry. (Note: the provided sample does not show all this, but I did not want to see in public more complex sheets I also own.)
I am going to mark as NEW as Rainer has confirmed but I'm not going to prioritize as previous QA'er is already involved. Thanks for reporting and for being patient as we triage.

Help: "Text cells are formatted in black, formulas in green, and number cells in blue, no matter how their display is formatted." So it's not totally unexpected that user defined background will be ignored. Let's wait for results in "Bug 60875 - LOCALHELP incomplete for Menu 'View - Value Highlighting' of protected cells"
BTW, I don't think that it's a good idea that community should expect a fix (Status=NEW) for every effect I do not understand ;-)
