Problem description: 
Feature request, minor bug but annoying

Steps to reproduce:
 - No bug so no steps.

Current behavior:
When pasting Image from clipboard or inserting by Insert>Image>from file it is inserted as floating
 over the page.

Expected behavior:
Have choice somehow permanent: paste image as character. 
Default behaviour is impractical and cannot be changed in
settings.

Platform (if different from the browser): 
XP pro, Win 7, Ubuntu, 
              
Browser: Mozilla/5.0 (Windows NT 5.1) AppleWebKit/536.5 (KHTML, like Gecko) Chrome/19.0.1084.46 Safari/536.5

reproducible with LO 4.0.1.2 (Win7 Home, 64bit)

But, I do not think that this is a minor issue, because this behavior is really inefficient and very annoying.  Therefore, I changed the importance of this bug report.
This behavior is for instance especially very annoying if you want to insert several images one after another, because all these images will be inserted one above the other and you will then have to mark all images manually as ANCHOR -> AS CHARACTER.  
-> Images should be inserted as standard as ANCHOR / AS CHARACTER as in other word processors like Word and Works.

I do not agree that the default behavior should be "paste anchored as character".

But adding the choice of the anchor mode in the paste special options list seems impracticable to me because that implies to have a two levels choice (GDI metafile, Bitmap, etc. and anchor mode for each one).

Another way could be to make the default an option alterable in the expert configuration window.

Re: MABs: I presume it's understood that the relevant bug reporting forum thread is harder to find than the slew of related threads on Q&A fora, viz:

These are 3 of the top handful of hits for "libreoffice writer image default paste as character" in google; there are many others. All this to say: this 6 year old bug report with 3 users CC'd (now 4) may well give a very wrong impression of the number of people this negatively affects, given that there's probably a 3-order-of-magnitude step between tiers of:
1. report on correct bug thread in correct forum (tens)
2. ask question on some Q&A forum (thousands)
3. be affected by issue, get frustrated, find a hacky solution or give up, get on with your life (millions)
