I can accept (or reject) in Writer when Protect Records is on.

How to reproduce the problem.

1. Create new text document.
2. [Edit]->[Changes]->[Protect Records]
3. Input password (Then record start)
4. Type some text
5. Right-Click on the text.(the text does not select)
6. "Accept change" and "Reject change" is in the context-menu
7. I can accept or reject when "Accept Change" or "Reject Change" click
in context-menu

"Protect Records" does not protected.
I think [Protect Records] should be cannot accept or reject.I'm wrong?

Confirmed on Libo Version 4.0.0.0.beta1 (Build ID: 87906242e87d3ddb2ba9827818f2d1416d80cc7)
Win7 32bits.

In fact, the problem is that with contextual menu, the option is not locked.
When you use menu Edit - modifications - Accept/reject -
option are correctly blocked.

This issue is similar to https://bugs.freedesktop.org/show_bug.cgi?id=47680, I will try to fix it with the other bug.

When we use menu Edit - modifications - Accept/reject -
shouldn't it be the accept/reject that could not be clicked in the edit menu (like for merge document)?
