It is not possible to use paste formatting from one document to another one.

Tested again in 3.6.1.2 (Linux - Fedora 17 with GNOME) and still not working.

NOT reproducible with  "LibreOffice 3.6.2.1 rc  German UI/ German Locale [Build-ID:  ba822cc] on German WIN7 Home Premium (64bit) 

I tested with attached test kit and
- Server Installation of "LibreOffice 3.3.3  German UI/Locale [OOO330m19 (Build:301) tag libreoffice-3.3.3.1] on German WIN7 Home Premium (64bit) 
- Server installation "LibreOffice 3.4.5 German UI [Build ID: OOO340m1 (Build:502)]" parallel Server installation on German WIN7 Home Premium (64bit)
- Server Installation of "LibreOffice 3.5.1.2 German UI/Locale [Build-ID: dc9775d-05ecbee-0851ad3-1586698-727bf66] on German WIN7 Home Premium (64bit)
- Server installation (own profile) of "LibreOffice  3.5.6.2  German UI/Locale [Build-ID: e0fbe70-5879838-a0745b0-0cd1158-638b327] on German WIN7 Home Premium (64bit) 
- "LibreOffice 3.6.2.1 rc  German UI/ German Locale [Build-ID:  ba822cc] on German WIN7 Home Premium (64bit) 

Beneath several other things I tested whether I can copy/paste a word with some formatting (background, language, character color) to a different document, and most times the pasted word had as expected formatting. But in one case I only was able to paste the unformatted word, and only this option was offered in Menu 'Edit -> Paste special'. But I am not able to reproduce that result.

"is not possible" is much to imprecise. What does that mean? You did not find how? Menu Item offered, active, but does not work? Offered but greyed out? 
Please describe exactly what you expect and what your result is.

When I click the "Format Paintbrush" button in the source document, the mouse pointer turns into a "dropping tin". Then, I switch to the target document and the mouse pointer returns to the arrow and I can't paste the source formatting, either with the mouse or Edit -> Paste special.

I can get you a screencast if it helps.

This report is about format paintbrush, not about paste special with format.

I think that this is not a bug, format paintbrush seems to not have designed to work from a document to another. Though, that seems a receivable enhancement request.

As best I can tell, this bug report is a duplicate of #45647 -- but I will leave the decision to others -- though this version has a "medium" importance, while the other has a "low" importance.

This report is about Writer, bug 45647 is about Impress and bug 86805 is about Calc. Maybe the code path is shared, but until we know, let's keep them separate.
